FCC: NOW 15,297 RADIO STATIONS IN U.S. | Bottom Line ...

Remember all those predictions of the demise of radio stations with the onslaught of new technology?

It now looks like many of them were a tad premature with the FCC?s recent report that there was an increase of 1.4%?or 215 stations?compared to 2012, according to Inside Radio. ?

The increase brings the total number of radio stations to 15,297.

The FCC noted in its report the number of AM stations was essentially flat ? there?s 4,736 licensed today.

The number of commercial FMs rose 1% over the past year to 6,606 while noncommercial FMs increased 5% to 3,957. In the most recent quarter alone there were 40 new noncommercial FMs licensed.

Meanwhile, the FCC says the number of low-power FMs has declined 3% during the past year. Halfway through 2012 there were 824 LPFMs ? today there are 797, with five more organizations turning in their license in the second quarter.

London Welsh coach Burnell feels the excitement after Championship squad is announced

London Welsh head coach Justin Burnell is confident that the Exiles will be a competitive force in next season?s Greene King IPA Championship.

The Exiles return to the Championship after one season in the Aviva Premiership and begin their quest to return to the top flight against Bedford Blues at Allianz Park on September 14, as part of the Greene King IPA Championship double headers.

New head coach Burnell is pleased with the squad at his disposal and believes that the Exiles, who will play their home Championship fixtures at the Kassam Stadium in Oxford, will be very competitive.

The club have been able to keep hold of a number of its marquee players from last season?s Premiership campaign, and they?ve augmented that core with players with experience at the top end of the game and some younger emerging talent.

?We still have a few more gaps to fill, but it?s shaping up into a really exciting squad,? said Burnell.

?The squad we?ve assembled is very capable of competing at the top of the table.

?Half of the squad have experience of the Premiership with London Welsh and that?s obviously going to bode well for us, while most of the players we?ve recruited have a variety of Premiership, RaboDirect PRO12 and European experience.

?There?s a really good vibe developing among the players, but what?s struck me most is the work ethic. There?s a real hunger and drive towards making London Welsh successful this year.

?The club has sampled the Aviva Premiership and the ambition is definitely there to go back up.?

The Welsh squad will also include two members of England?s historic IRB Junior World Championship winning team ? Nathan Morris and Alec Hepburn ? who join Exiles on loan from London Wasps.

?We?re very grateful to Dai Young and London Wasps. The Championship is a very good standard and there?s a definite benefit to playing in it for young emerging talent,? said Burnell.

Although this will be Burnell?s first experience of coaching in the Championship, he developed a good understanding of the league during his time at the Cardiff Blues, where he was joint head coach and forwards coach.

?We constantly looked at the Championship with a view to signing players, and we picked up Robin Copeland from Rotherham and Rob Lewis,? he said.

?So I?ve got a good knowledge of what to expect, but we couldn?t have a harder start than Bedford first up at Allianz Park.

?It?s a fantastic league and extremely competitive. Newcastle, considering the squad they had and with all their financial backing, didn?t have it all their way.?

On the coaching front, Burnell will be assisted next season by former Scotland fly half Gordon Ross, who will be starting his fifth season at London Welsh, while further support and continuity will come from strength and conditioning coaches Ryan Campbell and Lee Eldridge, head physio Chris Jenkins, club doctor Andrew Cormack, analyst Jon Shelborne and performance director Huw Wiltshire.

?Gordon is analytically, technically and tactically very driven. I?ve been extremely impressed by all the personnel at the club ? they?re all extremely professional,? said Burnell.

?The on field and off field approach at London Welsh has been a massive breath of fresh air.?

The rush for bank acquisitions in Florida is heating up and some big names are kicking the tires of available institutions.

A feature story in the print edition of all four Florida Business Journal publications looked at the market for bank mergers and acquisitions. Experts say conditions are promising for deals, especially because many banks value doing business in the Sunshine State.

Court rejects religion-based challenge to Obamacare

(Reuters) - A federal appeals court on Thursday rejected a Christian university's religion-based challenge against part of President Barack Obama's 2010 healthcare overhaul, which the school claimed had forced taxpayers and employers to subsidize abortions and contraception.

The 4th U.S. Circuit Court of Appeals in Richmond, Virginia, rejected claims by Liberty University that mandates requiring people to buy minimum levels of health insurance coverage and requiring many employers to offer such coverage violated the U.S. Constitution.

In 2011, the 4th Circuit had dismissed Liberty's case on the ground that it lacked jurisdiction. The next year, the U.S. Supreme Court by a 5-4 vote upheld most of the healthcare law, and directed the 4th Circuit to revisit the case in light of that decision.

Nearly a quarter of the prisoners in the state of California started refusing meals this week, to protest indefinite solitary confinement. Relatives of the inmates posted an online video calling the practice state-sanctioned torture. The protests began at Pelican Bay State Prison, where prisoners in solitary confinement are held for years in an 11x7 ft. cell for twenty-two hours a day.

GOP-led House seeks to punish IRS with budget cuts

WASHINGTON - The GOP-controlled House unveiled slashing cuts to the budget of the Internal Revenue Service on Tuesday, punishing the beleaguered agency after it targeted tea party groups and other nonprofits seeking tax-exempt status.

The agency's 2014 budget would be cut by $3 billion, or 24 percent below levels approved in March. Also, 10 percent of its budget for tax enforcement would be fenced off until the IRS implements recommendations by an agency watchdog designed to prevent further abuses.

The IRS cuts come after a wave of bad publicity for the agency, including questionable spending on conferences like a lavish $4.1 million event in 2010 that included a "Star Trek" video parody and a $17,000 payment to a motivational speaker who was a painter. President Barack Obama had requested a $1 billion increase for the IRS.

"Right now I can't think of a federal agency in a worse position to ask for more money," said Rep. Kevin Brady, R-Texas.

The Appropriations Committee also revealed cuts to NASA, White House salaries, and the Securities and Exchange Commission. The full House took up a $30.4 billion measure funding the Energy Department and water projects that is about $3 billion below levels enacted earlier this year. Democrats protested cuts to clean and renewable energy programs.

Democrats controlling a Senate panel, meanwhile, went in a wholly opposite direction in giving a $1.3 billion increase to a Health and Human Services Department account responsible for implementing Obama's signature health care law.

At issue are the annual spending bills funding the day-to-day operations of federal agencies. The GOP-controlled House and Democratic-led Senate are acting as if on different planets, with the Senate ignoring deep automatic spending cuts and the House promising even more punishing cuts to domestic programs while restoring cuts to the Pentagon.

The House is drafting spending bills in line with a $967 billion "cap" required by automatic cuts that took effect in March after Washington failed to agree on an alternative mix of tax increases and cuts elsewhere in the $3.5 trillion federal budget. The Senate is writing bills to a $1.058 trillion cap, almost a full 10 percent higher. But the House GOP cuts to domestic programs are greatly magnified by a $41 billion shift from nondefense programs like NASA, education and research on renewable energy to the Pentagon.

The results are night-and-day differences between the House and Senate spending bills illustrated most dramatically by a $164 billion Senate measure unveiled Tuesday by liberal Democrat Tom Harkin of Iowa. The measure, which funds education, health and labor programs, is a full 26 percent more generous to such programs than an as-yet-unreleased House version and provides an almost 5 percent increase over levels enacted in March.

So even as advocates for the poor worry about budget cuts forcing poor preschoolers from Head Start, the Senate measure promises to increase the program by $1.6 billion, or about 20 percent. Health research would win a small increase, as would Title I grants to help educate disadvantaged school children.

Republicans say the Senate bills are filled with empty promises. Even if they were enacted over GOP opposition, they would be subject to across-the-board cuts known as sequestration that would bring them down to the $967 billion level embraced by Republicans. Sequestration is required because Congress and Obama have failed to follow up a 2011 budget pact with deficit cuts other than a bitterly fought tax increase on upper-bracket earners.

Democrats counter that Republicans are offering empty promises - to defense hawks upset by sequestration. The House GOP increases to the Pentagon would be automatically rolled back through sequestration, as would Senate Democrats' efforts to increase domestic programs.

By contrast, the House measures revealed Tuesday are laced with painful cuts. While the FBI is exempted, NASA would absorb an almost $1 billion cut below 2013 levels. Spending on federal buildings would be cut $2.4 billion below Obama's request.

The incident took place on June 17 when a Chinese patrol intruded into the Indian side and dismantled the cameras set up in Chumar.

A little over two weeks ago, Chinese troops intruded into the same areas in the Leh-Ladakh sector that had sparked off tensions in April and threatened the locals in Hindi. The troops even broke the high-resolution cameras that the Indian Army had set up in the area a month ago.

While the army headquarters is tight-lipped about the incident, the broken camera equipment was returned to an Indian Army patrol at a flag meeting on July 3 in Chusul area following furious negotiations between the two sides.

The incident took place on June 17 when a Chinese patrol intruded into the Indian side and dismantled the cameras set up in Chumar. Sources in the security establishment said the cameras had been put up after the Indian Army dismantled some of its structures following the resolution of the stand-off in April. While the army dismantled the tin sheds it had set up, it quietly set up high-resolution cameras to monitor any Chinese movement on their side of the Line of Actual Control (LAC).

The Chinese patrol was proficient in Hindi and threatened locals, asking them to vacate the area, claiming it to be their own. The incident was reported to the government by Indian intelligence agencies and confirmed by the Indo-Tibetan Border Police. It was, however, kept under wraps as the government did not want another international controversy while it was also battling the Uttarakhand floods.

Ironically, this flare up took place even as Union defence minister AK Antony was scheduled to travel to China for a bilateral visit this month.
Indian officials feel the repeated incursions are a result of an internal tussle between the Chinese PLA (People?s Liberation Army) and PLAN (People?s Liberation Army Navy).

?There is a subtle power struggle going on within the Chinese leadership. This has resulted in the Chinese becoming aggressive in the South China Sea and the Leh-Ladakh sector, with leaders using the incidents to prove their supremacy in the party hierarchy,? a senior government analyst told dna.

There is also a major difference of perception between Delhi and Beijing on where the LAC is. ?The Chinese perception is very different from ours. So, every time they intrude, they insist it is their territory while we claim it is ours,? the analyst said.

The Indian Army has stopped patrolling the Chumar sector as part of a bilateral deal between Delhi and Beijing. However, the June 17 incident shows that the Chinese continue to be as aggressive as ever.

The goals of that mission are still being ironed out, but a panel of 19 scientists appointed by the space agency have come up with some rather compelling suggestions. Over the course of a 154-page document, which will serve as the starting point, the scientists propose that looking for signs of life and testing out technologies for a future manned mission should be high on the list of objectives. Official: flawed tankers in fatal train derailment

LAC-MEGANTIC, Quebec (AP) ? Traumatized survivors of an oil train derailment that wiped out the heart of a small town braced for more bad news as inspectors were finally cleared to enter the charred site's epicenter and look for remains late Monday, more than two days after the disaster that killed at least 13 people. A total of 50 were missing and the death toll was sure to rise.

Quebec provincial police Sgt. Benoit Richard said eight more bodies had been found in the wreckage after firefighters doused the flames and cooled down some of the oil tankers that were in danger of exploding. Five bodies were found over the weekend, and police would not say where the newly discovered ones were, for fear of upsetting families.

All but one of the train's 73 tanker cars were carrying oil when they came loose early Saturday, sped downhill nearly seven miles (11 kilometers) into the town of Lac-Megantic, near the Maine border, and derailed. At least five of the cars exploded.

Maude Verrault, a waitress at downtown's Musi-Cafe, was outside smoking when she spotted the blazing train barreling toward her.

"I've never seen a train moving so fast in my life, and I saw flames ... Then someone screamed 'the train is going to derail!' and that's when I ran," Verrault said. She said she felt the heat scorch her back as she ran from the explosion, but was too terrified to look back.

The rail tankers involved in the derailment are known as DOT-111 and have a history of puncturing during accidents, the lead Transportation Safety Board investigator told The Associated Press in a telephone interview late Monday.

TSB investigator Donald Ross said Canada's TSB has gone on record saying that it would like to see improvements on these tankers, though he acknowledged it's too early to say whether a different or modified tanker would have avoided this weekend's tragedy.

The DOT-111 is a staple of the American freight rail fleet. But its flaws have been noted as far back as a 1991 safety study. Among other things, its steel shell is too thin to resist puncture in accidents, which almost guarantees the car will tear open in an accident, potentially spilling cargo that could catch fire, explode or contaminate the environment.

"It's too early to tell. There's a lot of factors involved," Ross said. "There's a lot of energy here. The train came down on a fairly significant grade for 6.8 miles before it came into the town and did all the destruction it did." He said the train was moving at 63 mph (101 kph) when it derailed.

The Saturday blasts destroyed about 30 buildings, including a public library and Musi-Cafe, a popular bar that was filled with revelers, and forced about a third of the town's 6000 residents from their homes. Much of the area where the bar once stood was burned to the ground. Burned-out car frames dotted the landscape.

The derailment raised questions about the safety of Canada's growing practice of transporting oil by train, and was sure to bolster arguments that a proposed oil pipeline running from Canada across the U.S. ? one that Canadian officials badly want ? would be safer.

Raymond Lafontaine, whose son and two daughters-in-law were among the missing, said he was angry with what appeared to be lack of safety regulations.

"We always wait until there's a big accident to change things," he said. "Well, today we've had a big accident, it's one of the biggest ever in Canada."

The fires sparked by the exploding tanks burned for two days, impeding investigators from reaching some of the "hot spots," including the area near the destroyed Musi-Cafe.

"It's a zone that we've started to work on and we'll work on it more in the hours to come," Richard said.

The area remained part of a criminal investigation and investigators were exploring all options, including the possibility that someone intentionally tampered with the train, Richard said.

Canadian Transport Minister Denis Lebel said the train was inspected the day before the accident in Montreal and no deficiencies were found. Lebel defended his government against criticisms it had cut back on rail safety measures. He said the rail remains a safe way to transport goods the vast majority of the time.

Earlier Monday, Queen Elizabeth II expressed deep sadness over the disaster, saying in a message through the federal government that the loss of life "has shocked us all." Canadian Prime Minister Stephen Harper toured the town Sunday and compared it to a war zone.

The train's owners said they believed brake failure was to blame. "Somehow those brakes were released, and that's what is going to be investigated," Joe McGonigle, Montreal, Maine & Atlantic Railway's vice president of marketing, told The Associated Press on Sunday.

Officials were also looking at a locomotive blaze on the same train a few hours before the derailment. Ross also said the locomotive's black box has been recovered, and investigators were looking into whether the air brakes or the hand break malfunctioned.

Meanwhile, crews were working to contain 100,000 liters (27,000 gallons) of light crude that spilled from the tankers and made its way into nearby waterways. There were fears it could flow into the St. Lawrence River all the way to Quebec City.

Quebec's Environment Ministry Spokesman Eric Cardinal said officials remained hopeful they could contain more than 85 per cent of the spill.

Local fire chief Denis Lauzon said firefighters in a nearby community were called to a locomotive blaze on the same train a few hours before the derailment. Lauzon said he could not provide additional details about that fire since it was in another jurisdiction. McGonigle confirmed that a fire was reported after the first engineer tied up and went to a local hotel.

"We know that one of our employees from our engineering department showed up at the same time to assist the fire department. Exactly what they did is being investigated so the engineer wasn't the last man to touch that train, we know that, but we're not sure what happened," McGonigle said.

McGonigle said there was no reason to suspect any criminal or terror-related activity.

The growing number of trains transporting crude oil in Canada and the United States had raised concerns of a major disaster. Harper, who has been pushing the Obama administration to approve the controversial Keystone XL oil pipeline from Canada to the U.S. Gulf Coast, has said railroad transit is more "environmentally challenging" than pipelines.

The train's oil was being transported from North Dakota's Bakken oil region to a refinery in New Brunswick on Canada's East Coast. Because of limited pipeline capacity in the Bakken region and in Canada, oil producers are increasingly using railroads to transport oil to refineries.

The Canadian Railway Association recently estimated that as many as 140,000 carloads of crude oil will be shipped on Canada's tracks this year ? up from 500 carloads in 2009. The Quebec disaster is the fourth freight train accident in Canada under investigation involving crude oil shipments since the beginning of the year.

Wayde Schafer, a North Dakota spokesman for the Sierra Club, has predicted such a catastrophe ever since crude began leaving the North Dakota by rail in 2008.

"I think anybody could have foreseen this," said Schafer. "It seemed like a disaster waiting to happen and it happened."

One More Baseball Stadium Left to See

One ball park remaining!

What began 11 years ago as a three-game baseball motorcoach trip to Baltimore, Boston and New York has resulted in 39 multi-game trips, a total of 109 games and seeing games in 29 Major League parks.

Seattle is the only Major League city we have yet to visit.

The number of parks has substantially been declining during the past three years, with flights to Texas and California twice.

Stadium No. 28 was visited on June 28, it being to Tropicana Field the home of the Tampa Bay Rays, the field actually being in St. Petersburg, while we ushered in July with a game in Miami, both indoors.

Tropicana Field Tampa Bay is a domed facility, while the Miami Marlins play in a facility which has a retractable roof.

When you go to Florida you think of the outdoors, and we did see one outdoor game, and a part of another. We took in a Bradenton Marauders game, the Marauders being a Class A Pittsburgh Pirate affiliate in the Florida State League. We also attended a Pirates Rookie League game, that team plays in the Gulf Coast League.

Getting back to seeing the 29 parks/stadiums, of course, it couldn't have taken place without Ohio Valley Uniglobe owner Bill Bryson who can't wait for the schedules to come out each year so he can plan the trips, along with side attractions.

Bryson, my wife Linda, and Warren Hood have been to all 29 facilities. Actually, we have been to 32 different baseball stadiums as during the 11-year period the Yankees, Mets and Nationals played in two different stadiums.

Getting back to this most recent trip, we had the opportunity to tour Pirate City.

As you might know, Pirate City is not only the Pirates Spring Training home, but also houses it's minor league complex.

Five years ago these facilities underwent a $20 million renovation as part of the team's new lease which is through 2033.

The upgrades included new lights, a new visitor's clubhouse and renovations to the home clubhouse at McKechnie Field which is up the road from the complex, and new offices, dormitories, a fifth practice field to the minor league complex.

Pirate City is a state-of-the-art training facility.

It might be ironic, but there is a World Series Conference Room on the third floor of the Pirate City building facility.

Stacey Morgan, the coordinator of sales and market for the Pirates' Bradenton complex, was our tour guide. We toured the three story facility and the adjacent dining facility.

By the way, the dormitory is available for rental to the public.

Those on the Florida trip were amazed with Pirate City, and the many things that go into the operations of a Major League team.

While several of the Marauders played in Charleston last year, there were not to many recognizable names. At Pirate City there were several recent draftees, none of which were on the Marauders roster.

If you didn't know differently, you would have believed you were in PNC Park and not McKechnie Field, as everything seem to have Pittsburgh Pirate logos, even the trash cans had the Pirate 'P.''

By the way, while we were in Florida we stayed in Hollywood Beach for two nights so our group did have some time off from baseball.

As the two Major League parks we visited, we learned that Tropicana Field is the only Major League park to feature an artificial surface and all-dirt paths. Astro Turf was installed prior to the 2011 season.

The Ted Williams Museum and Hitters Hall-of-Fame moved to Tropicana Field in 2206. Fans can view an array of different artifacts and pictures of the ''Greatest hitter that ever lived.''

Tropicana Field features the world's second largest cable supported domed roof, Georgia Dome being the largest.

Seats behind the back stop are some of the closet in the Major Leagues-only 50 feet from home plate.

Miami's park is located on the site of the former Orange Bowl.

One of the attraction's there is a display of some 600 Bobbleheads of former and current players, even team mascots are featured.

One unique think about the Marlins' park is that there is a row of some 20 seats behind the visitor's bullpen, and throughout the game the players and fans were noted conversing.

Linda Partridge can?t recall much about her mother and father, but she?s thankful she now has a place to honour their memory.

Wayne and Carnis Ann Partridge were among 109 victims who died on Air Canada Flight 621, Canada?s largest domestic air crash, 43 years ago.

Patridge was just six when she lost her parents.

On Sunday, she joined dozens of friends and relatives of the victims at a ceremony to officially open a memorial garden in their loved ones? honour.

?I can?t tell you about my parents, they didn?t live very long. I think I summed up all of my feelings when I said, ?Damn, thank you? because I truly am so grateful to have somewhere to come to now,? Partridge said after the dedication ceremony.

Flight 621 was scheduled to fly out of Montreal and stop off in Toronto before flying to Los Angeles on July 5, 1970. While entering position to land the plane, First Officer Donal Roland mistakenly deployed brake gear, causing the plane to drop. Both Roland and Capt. Peter Hamilton attempted to regain control of the plane, but were unsuccessful. All 100 passengers and nine crew members on board were killed.

Some family members said they had a sense of closure with opening of the memorial garden at the crash site near at McVean Dr. and Castlemore Rd.

?It feels like we?re at a funeral 43 years later, and for me, that is incredibly comforting,? Lynda Fishman, whose two sisters and mother died on the flight, said, standing in the garden.

Fishman authored a book on the events surrounding the crash of Flight 621, Repairing Rainbows, and said it took 40 years for all of the different families to get together and discover one another. She added, ?it?s always better late than never,? and said they?ve become a family of support for each other.

The idea to create a memorial came about three years ago when the various developers were looking into buying the land. They asked residents what they would like done with some of the land, and many requested a park or garden at the crash site. Seven developers behind the River?s Edge community financed the construction of the garden.

Before work on the memorial began, the crash site had been relatively untouched, with the exception of the initial clean up. Developers and family members said there had been incidences where passersby found bones belonging to victims.

Many of the families, including Fishman, blame Air Canada - which was owned by the federal government at the time of the crash - for not taking care of the site earlier, and being reluctant to talk about the incident since it occurred.

?It makes me sick to talk about Air Canada. They should have done this years ago, we should have had a a proper memorial with the grounds properly cleaned up years ago,? Fishman said.

Air Canada created a memorial to to victims at Mount Pleasant Cemetery in 1979.

Algeria, EU sign 'strategic' energy deal

AFP - Algeria and the European Union signed a memorandum of understanding on Sunday to develop energy cooperation, EU commission president Jose Manuel Barroso said.

"This is a strategic document, a tool to develop energy cooperation between Algeria and the EU," he told a news conference.

The agreement, which was under negotiation since 2008, was signed by Barroso and Algerian Prime Minister Abdelmalek Sellal.

It covers a broad section of cooperation in the conventional and renewable energy sectors, as well as the transfer of technology, and is expected to help boost investment in Algeria.

Algeria is Europe's third largest provider of natural gas after Russia and Norway, meeting 13-15 percent of the needs of the 28-member bloc.

2 Koreas talk at border on stalled industrial park

SEOUL, South Korea (AP) ? Delegates from North and South Korea held talks Saturday on restarting a stalled joint factory park that had been a symbol of cooperation between the bitter rivals, but there was no word on whether any significant progress had been made as discussions went into the night.

The Kaesong industrial zone, just north of the Demilitarized Zone dividing the two Koreas, was the centerpiece of inter-Korean projects hatched during a previous era of warming ties. But it was closed in April as tensions rose between the rivals when South Korea held military exercises with U.S. troops not far from the border. North Korea pulled its 53,000 workers out of the industrial park, and South Korea then ordered its managers to leave as well, against their wishes.

Representatives from the two sides met Saturday in the truce village of Panmunjom inside the DMZ for working-level talks. A delegate from South Korea's Unification Ministry, which is in charge of relations with the North, said before leaving Seoul that the sides would discuss retrieving products that the South Korean managers left behind at the complex and inspecting the facilities. They also agreed to discuss restarting work at the park.

The talks started just before noon, and were still going on Saturday evening.

South Korean businessman Han Jae-kwon, president of an emergency committee for restarting the park, said he was watching for news on the talks' results at his home in the southern city of Daegu.

"I hope they could narrow their differences," he said.

The park, which brought together North Korean labor and South Korean capital, resulted in nearly $2 billion a year in cross-border trade before its shutdown. It was the last remaining joint project between the two Koreas as relations soured over the past five years.

As the park remained shuttered, South Korean businesses that operated in Kaesong sought rescue funds from the government. Some South Korean businesspeople who were forced to leave their Kaesong factories behind sent a message to government officials near the border city of Paju as they headed to the talks Saturday, holding placards that read "We want to work."

The closure meant a loss of salary for tens of thousands of North Korean workers employed in factories run by 123 South Korean companies, and a loss of goods and orders for business managers who relied on Kaesong to churn out everything from shoes and watches to cables and electrical components.

Saturday's talks came after a protocol disagreement last month resulted in the Koreas calling off what would have been the first senior-level meeting in years.

Ariz. town recalls fallen firefighters during 4th

PRESCOTT, Ariz. (AP) ? As many in this Old West town used the Independence Day celebration to honor 19 fallen firefighters, bereaved families began speaking more publically of their loved ones.

Coleen Turbyfill, mother of Travis Turbyfill, 27, on Thursday recalled that she had misgivings when her son's elite Hotshot firefighting crew set out for a blaze burning so close she could see the flames, but he comforted her and told her, "This is what I love."

Turbyfill and his 18 colleagues were killed Sunday battling a wildfire south of here in Yarnell, not far from the place they called home.

A day after Prescott remembered their brothers, there were several significant signs of progress Friday at the fire.

Electric power and propane company crews were to begin restoring service and inspecting gas tanks for leaks or other damage. The crews will be "trying to make it safe when the people come back to stop in and go about their lives," said fire management team spokesman Jim Whittington.

Also, fire bosses are releasing some of the assigned personnel because only so many crews can work in the areas where fire-break lines haven't been completed, he said. The latest count of assigned personnel was 550, down from nearly 600.

The fire is 80 percent contained, and that is expected to increase Friday as firefighters do more work on rugged, rocky terrain on the fire's north side, Whittington said.

The fire destroyed more than 100 houses and burned about 13 square miles. Yarnell remains evacuated, but many residents of the nearby community of Peoples Valley are allowed to return. Most others could be home this weekend.

The weather was relatively calm overnight with cloud cover Friday morning and increased humidity, but a change was in the forecast, Whittington said. Weather in recent days had thunderstorms forming to the east and north of the fire area, but thunderstorms expected later Friday could come from the south, from the Phoenix area, he said.

"So we'll have to be watching our southern flank," he said. "We have to be heads up on that."

Sudden wind shifts turned the fire on the Hotshots crew on Sunday.

The firefighters had deployed to what was thought to be a manageable lightning-caused forest fire near the small town of Yarnell, about 60 miles from Phoenix. Violent winds fueled the blaze and trapped the team. The Hotshots deployed their emergency fire shelters, but only the crew's lookout survived.

A red-eyed Amanda Marsh called a press conference Thursday to make her first public statements about her husband, Hotshot leader and founder Eric Marsh.

"Eric and I don't have children but he said that all the men on the crew were his kids," she told reporters at the local high school, a row of 16 firefighters standing behind her for support.

Across town, more than 10,000 residents found release for days' worth of pent up emotion in fireworks, dancing to patriotic songs, and the freedom to shout "America!" whenever the mood struck.

"It's a relief," said resident Todd Lynd as he watched a cover band play in front of a banner commemorating the fallen firefighters. "It's hard to heal by yourself."

The celebration ? traditionally the biggest day of the year in this city of 40,000 ? played out against the backdrop of handmade memorials, including clusters of 19 mini-American flags on grass lawns and rows of 19 candles glowing in packed restaurants.

Families of the Hotshots who attended the nighttime fireworks display were together but apart from the crowd, escorted by police to a separate viewing area.

On Saturday, the town will hold its traditional July Fourth parade, which features cowboys on horses, and winds around the elm-lined courthouse square.

The men's bodies, still in Phoenix for the autopsies, are expected to arrive on Sunday. Each firefighter will be driven in a hearse accompanied by motorcycle escorts and American flags.

A memorial service planned for Tuesday is expected to draw thousands.

Sunday's tragedy raised questions of whether the usual precautions would have made any difference in the face of triple-digit temperatures, erratic winds and tinderbox conditions. A team of forest managers and safety experts is investigating.

While firefighters and support personnel have focused on the fire itself, "there's still an issue of what happened here" Sunday, Whittington said.
