Samsung Galaxy S III mini review: a small Galaxy with few stars

Samsung made a bold move when it announced the Galaxy S III mini. Here was an Android phone with the potential to take the iPhone 5 head-on. While the original Galaxy S III is clearly the flagship, its 4.8-inch display means it's literally too much for some people to handle. By matching Apple's screen size inch for inch, it could have been pitched as a device aimed at winning over some iOS fence-sitters. However, when you look at the specifications: a dual-core 1GHz processor, WVGA (800 x 480) display and a 5-megapixel camera, it's clear that Samsung had other ideas, opting to fish for a more mid-range customer instead.

Fast forward to the present, and it's no longer a matter of intellectual debate as to what the mini is all about: the phone is here, and on sale in much of Europe for £299 / €379. So hubris, brand appeal and pundit talk aside, is this the real-deal Galaxy S III, just for smaller hands? Or is it a budget phone simply wearing its elder sibling's tuxedo to the ball? We spent some time getting to know the phone in an attempt to find out.

Verizon best, AT&T worst in Consumer Reports carrier survey

Consumer Reports' annual ratings of wireless providers, released Thursday, shows that the major cellphone companies still have a lot of work to do to boost customer satisfaction.

In fact, none of the big four national carriers had an overall satisfaction score above 72 percent, across the board lower than their overall scores from just two years ago. Consumer Reports says cellphone companies remain among the lowest-rated service providers it evaluates.

We pay a lot for our cellphones and wireless services and we expect a lot in return: rock-solid voice connections, seamless data downloads and world-class customer service. But apparently we don?t always feel that we?get it.

Verizon topped the list of major carriers in this year?s subscriber survey, followed by Sprint, T-Mobile and AT&T. The rankings are based on responses from 63,000 readers.

?Verizon stands out from the pack if you are a heavy-duty data user,? said Mike Gikas, senior electronics editor at Consumer Reports. ?They?re the Cadillac network. They?re pricey in some respects, but in terms of overall quality of service and availability of service, they are the overall leader.?

This confirms what J.D. Power and Associates found in its 2012 Wireless Network Quality Performance Study released in August: Verizon is consistently better than the average wireless carrier and much better than most of its competitors.

But your satisfaction can depend on where you live. The Consumer Reports survey looked at 23 metropolitan areas. It found the quality of cell service can vary from place to place. For example, Sprint is virtually tied with Verizon in St. Louis, but in last place (significantly below AT&T) in Chicago.

It?s interesting to note that three smaller companies had the highest marks for customer satisfaction in the Consumer Reports survey: Consumer Cellular, U.S. Cellular and Credo Mobile. U.S. Cellular, the biggest of this group (with service in 24 mostly Midwestern states), earned a reader score of 88 percent.

?They also offer an excellent experience for consumers and an affordable one, especially if you?re looking for a family plan,? Gikas said.

One group that was happier than most: AT&T, Sprint and T-Mobile subscribers who have smartphones that connect to 4G networks. They were consistently more satisfied than customers with 3G service. In fact, when it comes to 4G service, AT&T had the fewest problems of any carrier.

?AT&T has been a basement dweller for several years now. A lot of people are unhappy with the service, except 4G customers. They seem to like the service from AT&T,? Gikas told me.

A tough bunch to please
People?s expectation of good service is much higher than it was just a few years ago.

??They expect their smartphone to do whatever it?s supposed to do every time,? said Kirk Parsons, senior director of wireless services at J.D. Power and Associates.

Smartphone users practically live with the device in their hands. They notice the difference between a connection that takes a second and a fraction of a second. And when something goes wrong, they?re likely to hold a grudge against the company.

The ads promise more and we assume our cellphone company to deliver. For example, subscribers with 4G phones expect those high-speed connections everywhere they go. But 4G service isn?t available everywhere.?

?If you travel, there are still a lot of open patches where 4G is not available,? Parsons noted. ?That frustrates people who want the service wherever they go.?

The potential downside of higher speeds
Consumer Reports cautions that faster phones can result in higher bills. It?s fun to use your phone to play online games and watch streaming video, but if you?re not careful you can really burn through the megabytes.

?Your monthly bill will double with a smartphone,? Gikas said.

And just as more people are upgrading to smartphones, Verizon and AT&T, the country?s two biggest wireless companies, no longer offer unlimited data plans to new customers.

As these ?all-you-can-eat? data plans disappear, some heavy users may find that they go through their monthly allowance a lot sooner than expected.

A cheaper way to go
If you?re looking to spend less on cellphone service, consider a prepaid plan with no monthly service contract. The rates are lower, the phones have gotten better ? you now have a greater choice of smartphones ? and Consumer Reports survey shows that customer satisfaction is relatively high.?

You will pay more for the phone because there is no subsidy from the carrier. With the typical 2-year contract, the cost of that phone is rolled into your monthly rate. With prepaid service, you buy the phone upfront, so your monthly rate is lower.

?Over the course of about two years, you?ll end up paying less,? Gikas noted.

Consumer Reports? top-rated prepaid carrier is TracFone. It offers inexpensive plans for people who don?t use their cell phone very often.

The editors say Straight Talk and Virgin Mobile are standouts for budget smartphones. They offer low-cost, unlimited plans for voice, text and data.

Rationale

The rating on Cambridge Industrial Trust (CIT) reflects the Singapore-based

REIT's portfolio of good quality and well-located industrial property assets

and its stable cash flows. CIT's limited asset and tenant diversity tempers

these strengths. We assess the REIT's business risk profile as "satisfactory"

and its financial risk profile as "intermediate."

CIT benefits from an occupancy rate of 98.9%. The company's gross revenues of

Singapore dollar (S$) 65.0 million for the nine months ended Sept. 30, 2012,

were in line with our expectation. We anticipate that the REIT's earnings and

cash flows will remain steady over the next one to two years. This is because

CIT is likely to have limited capital expenditure needs given that its tenants

are responsible for the regular maintenance of the properties.

CIT's assets values are comparable with peers', despite the smaller average

size of assets in its 48-property portfolio. The REIT's average security

deposit per tenant of 12.5 months' rent is higher than the industry average of

three to four months' rent. In our view, the high tenancy deposit mitigates

any immediate negative cash flow impact if leases are terminated because it

provides CIT with sufficient time to find other tenants. We expect CIT's

portfolio value to rise to about S$1.2 billion by Dec. 31, 2012, from S$1.0

billion a year earlier. The management's active management of assets

(replacing smaller and underperforming assets with new properties) will drive

asset and earnings growth.

CIT has limited geographic diversity because all its assets are located in

Singapore. Tenant concentration is also high: The top 10 tenants contributed

about 49% of gross rent in the quarter ended September 2012. Single tenant

properties constitute 83% of the company's portfolio.

CIT raised a S$100 million bridge loan in early November this year to finance

the purchases of certain identified properties. The loan will increase the

company's debt-to-capital ratio to 45%, which is higher than peers', in the

next six months, from about 37% currently. The REIT is acquiring the assets to

replace two properties that the Singapore Land Authority (SLA) purchased for

S$101.6 million under its compulsory purchase mechanism. CIT expects to repay

the loan on maturity in March 2013 with the compensation from the SLA. We

expect the company's debt-to-capital ratio to decline to 36% after it repays

the loan. We do not see any risk in the receipt of compensation from the SLA.

In addition, we believe that the completion of CIT's two pre-committed

build-to-suit development projects will partially make up for the loss in

revenue from the government's acquisition of two of CIT's properties in 2012.

In our base-case scenario, we expect CIT's revenue to increase 12% year over

year to S$90 million in 2012.

Liquidity

We view CIT's liquidity as "adequate," as defined in our criteria. We estimate

that the REIT's liquidity sources will exceed its liquidity uses by more than

20% in 2012. Our liquidity assessment is based on the following major

assumptions:

-- CIT will have unrestricted cash and short-term investments of S$25

million-$30 million by the end of 2012.

-- Funds from operations will be S$30 million-S$35 million in 2012.

-- Current committed and undrawn facilities are about S$73 million.

-- Budgeted maintenance and development capital expenditure is S$55

million-S$60 million in 2012.

-- Distribution to unitholders will be about 90% of distributable income,

or S$45 million-S$50 million.

-- We expect net liquidity sources to remain positive even if EBITDA

declines 15%.

We believe that CIT has limited headroom to increase debt in 2012. The REIT is

likely to temporarily breach its target gearing (ratio of total debt to

capital) of 40% with the recent asset acquisition. However, we believe this

spike will be reversed with the SLA proceeds and we estimate CIT's gearing

will revert to about 36% by March 2013.

CIT's funding needs are minimal because of low capital expenditure

requirements due to the completion of its development and asset enhancement

projects. In the next 12 months, we believe that the REIT is not at risk of

breaching the financial covenants stipulated in its bank loans. Covenants

include a loan-to-total assets ratio of less than 60% and a ratio of net

property income to interest of more than 1.5x.

Outlook

The stable rating factors in our expectation that CIT will maintain its

business risk profile and generate adequate cash flows.

We may raise the rating if the REIT improves the overall quality of its asset

portfolio, reduces tenant concentration risk, and adopts a more conservative

financial policy.

We may lower the rating if CIT engages in overly aggressive debt-funded

acquisitions, which weaken its capital structure. We could also downgrade CIT

if the REIT's asset quality deteriorates or its net operating income comes

under pressure, weakening its credit metrics. A downgrade trigger could be a

debt-to-capital ratio of more than 40% and a debt-to-EBITDA ratio of more than

7.5x on a sustained basis.

IAEA demands access to Iran's military site : Voice of Russia

IAEA?s Director General Yukiya Amano said at the agency?s council meeting that satellite images showed massive construction works underway in Parchin, including large soil extraction.

He expressed concern that these activities could hinder an IAEA inspection and voiced his regret over the impasse that exists in the dialogue with Tehran on its nuclear program and military research that it allegedly covers up.

Yukiya Amano reminded that the next nuclear talks with Iran were slated for December 13 in Tehran.

Arsenal chief executive Ivan Gazidis handed key roles within European football

Arsenal chief executive Ivan Gazidis has been appointed to two influential roles within European football.

Gazidis, who took up his role at the Gunners in 2009, has been named by the European Club Association (ECA) as their representative on UEFA's primary policy-making body - the UEFA Professional Strategy Council. He will also take up a place on the ECA Executive board which represents the interests of Europe's top 207 teams. Gazidis was part of the management team that was in charge of setting up the MLS in 2001 and he will replace Manchester United's CEO, David Gill, on the ECA board. ECA Chairman Karl-Heinz Rummenigge said:

"I am pleased to welcome Ivan Gazidis on the ECA Executive Board. His experience and distinct football knowledge will add a lot of value to ECA and European football as a whole." Upon his appointment Gazidis said:

"I am delighted to be joining these important groups which are hugely influential in the future direction of the game in Europe. I am looking forward to representing the top European clubs in many important debates as we move ahead."

It Makes Me Feel Good!

I started drinking Yerba Mate about 4 years ago. I used to only drink it terer? (cold) but I was shown a couple of hot preparations with milk and sugar that I really like so now I do it both ways; Hot in the winter and cold the rest of the time. I am one those people who lacks complete cognitive thought process until I have had my first cup of coffee. Vincent Gray Not Cooperating With Prosecutors In Probe Of 2010 Mayor's Race, According To Reports

WASHINGTON -- District of Columbia Mayor Vincent Gray (D) hasn't been cooperating with federal prosecutors investigating his 2010 campaign efforts, according to recent reports.

As WRC-TV/NBC4's Tom Sherwood reports:

In the past, Gray repeatedly said he's cooperating with authorities in an investigation that?s more than a year old and has seen some felony convictions, but he would not repeat that pledge Monday.

"I was the one who called for an investigation of my own campaign, and we will continue to work with this investigation," Gray had said in July.

But the mayor, who hasn't been charged with any crime, has apparently stepped away from those earlier words and wouldn't say if he's cooperating with prosecutors.

As the Examiner reports:

"I've indicated... all along, especially in the recent past, that it would really be inappropriate for me to comment on a pending investigation, and that continues to be my position," Gray said. "The investigation is ongoing, and we'll see it through."

This weekend, The Washington Post's editorial page, which has repeatedly called on the mayor to be more forthcoming about the allegations surrounding his successful campaign to oust incumbent Adrian Fenty (D), cited sources who said that Gray "isn't talking" to prosecutors.

WRC-TV/NBC4, also citing unnamed sources, affirmed the Post editorial page's assertion that Gray has been uncooperative. Gray's lawyer, Robert Bennett, hasn't responded to questions about the mayor's alleged resistance to meeting with federal investigators.

Prosecutors have been investigating what's been described as a "shadow" campaign that illegally funneled more than $650,000 in unauthorized contributions to efforts to boost Gray's candidacy. Three people, Thomas Gore, Jeanne Clarke Harris and Howard Brooks, have pleaded guilty in recent months to charges related to the secret campaign efforts.

As the Post reported earlier this month, David Dzidzienyo, the director of Gray's official campaign field operations, said he voiced concerns to Gray during the 2010 race about how campaign efforts headed up by longtime local campaign operative Vernon Hawkins were being funded.

Gray responded, according to the Post: "I don't want to hear about problems. I just want to be the candidate."

Local bookseller observes positive reading habits of 'Facebook generation'

The Facebook generation is reading strong according to a recent survey, and a local bookseller said he has observed part of the trend in a Memphis bookstore.

"I've been a bookseller for 35 years. Publishers have been speaking directly to that demographic recently and that's nothing but good," said The Booksellers at Laurelwood manager Eddie Burton.

According to the report from Pew Research Center, 8 in 10 Americans between the ages of 16 and 30 have read a book in the past year. That's compared to about 7 in 10 adults in general.

Of the the younger adults surveyed some 75 percent read a print book, 19 percent read an e-book and 11 percent listened to an audiobook.

Among Americans who read e-books, those under the age of 30 are more likely to read their e-books on a cell phone or computer than on an e-book reader.

The Memphis Public Library offers hundreds of e-book checkouts in their digital media collection.

The collection allows you to read e-books on ipads, kindles, smartphones and other devices.

Frequent user Kristin Huntley said she loves the digital services that the library offers, and finds it easy to use.

"I love how easily accessible it is. They have also added many more popular titles and authors, such as Dave Eggers," said Huntley.

Burton said he can agree that e-readers contribute to this demographic reading more, since it can be accessed anywhere.

He said since publishers are releasing books like The Hunger Games, Harry Potter, Twilight and Matched that are directed to this demographic, young Americans are more likely to keep reading.

"10 or 15 years ago you had intermediate books or classics to chose from," said Burton.

However, Burton said he has observed more classic books being purchased by this age group.

He said it's hard to differentiate what is being bought for class requirements or for recreational reading.

"I like to think more and more enjoy great literature," said Burton.

When talking about his daughters - who are in the lower part of this demographic - Burton believes that they are talking about books on Facebook, and that other young Americans discuss books on social media too. Which also contributes to more young adults and teenagers reading nationwide.

China's passport propaganda baffles experts

China?s neighbors are seething with anger over new Beijing-issued passports that they see as the latest, underhand, Chinese jab in an ongoing regional row about maritime territory.?

Beijing has infuriated India, too, with its e-passports, decorated with a map of China that shows disputed territories across the South China Sea ? and Himalayan land that New Delhi claims ? as belonging to China.

Vietnam is refusing to stamp the new passports with visas, for fear that to do so would imply acceptance of China?s claims. The Indian consulate in Beijing is stamping its own map of the disputed border when it affixes visas to the new passports.

The quiet Chinese move has baffled even some Chinese experts.

?I do not know why they decided to do this,? says Niu Jun, professor of international relations at Peking University. ?It cannot resolve any of the disputes with our neighbors and we could expect a response from the other countries.?

At Vietnam?s border with China, Vietnamese officials are not pasting visas into the new passports, but issuing them on separate pieces of paper.

The Vietnamese government says it has sent a diplomatic note to Beijing asking the Chinese government to remove ?erroneous content? from the new passports.

The Chinese government began issuing the passports, which contain an electronic chip with the holder?s personal data, last April. It is believed to have handed out more than 5 million of them, but the map began stirring controversy only a few days ago.

The Philippines, engaged in a fierce territorial dispute with China over fishing grounds near the Scarborough Shoal, has protested to Beijing. Taiwan, which Beijing claims as an integral part of its territory but which enjoys de facto independence, has also complained.

?This is total ignorance of reality and only provokes disputes,? said Taiwan?s Mainland Affairs Council, the body responsible for relations with China, in a statement last week.?

The map of China, on page 8 of the new passports, shows a dotted line to illustrate China?s territorial claim to almost the whole of the South China Sea, which puts it in conflict with a number of its neighbors, such as Vietnam, the Philippines, Malaysia, and Brunei.

Washington has dismissed the map as irrelevant.

?Stray maps that they include are not part? of international standards that passports must meet, US State Department spokeswoman Victoria Nuland said Monday.

?These issues need to be negotiated among the stakeholders, among ASEAN and China, and, you know, a picture on a passport does not change that,? she added.

China has defended its new travel documents as being in line with international standards.

?China is not targeting a specific country,? Foreign Ministry spokeswoman Hua Chunying said on Friday. ?China is willing to communicate with relevant countries and continue to promote contacts.?

The passport row is the latest flare-up of tensions in the South China Sea that are complicating Beijing?s relations with several of its neighbors.

In May, China suspended the import of bananas from the Philippines until Manila backed down in a dispute over fisheries around the Scarborough Shoal.

In June, the state owned Chinese oil company CNOOC invited foreign firms to bid for exploration rights in an area close to Vietnam?s coast. A month later Beijing announced that it was upgrading the town of Sansha, in the Paracel Islands, which it seized from Vietnam in 1974, to the status of a prefecture-level municipality and would soon station troops there.

China is also embroiled in a territorial dispute with Japan over three uninhabited islands in the East China Sea known in Chinese as the Diaoyu islands and in Japan as the Senkaku. Both sides have sent surveillance and coast guard vessels to patrol the disputed waters, raising fears of a clash.

Facebook not so fun when bosses, moms lurk

Using Facebook to post crazy photos of yourself at a party is something you may want to rethink for a number of reasons, a new study shows.

LONDON (Reuters) - Posting pictures of yourself plastered at a party and talking trash online with your Facebook friends may be more stress than it's worth now that your boss and mom want to see it all.?

A survey from Edinburgh Business School released on Monday showed Facebook users are anxious that all those self-published sins may be coming home to roost with more than half of employers claiming to have used Facebook to weed out job candidates.?

"Facebook used to be like a great party for all your friends where you can dance, drink and flirt," said Ben Marder, author of the report and fellow in marketing at the Business School.?

"But now with your Mom, Dad and boss there, the party becomes an anxious event full of potential social landmines."?

?On average, people are Facebook friends with seven different social circles, the report found, with real friends known to the user offline the most common.

Only a third of the study's participants used the privacy setting that lets users control the information seen by different types of friends, according to a press release announcing the study, which surveyed 300 users, mostly students, with an average age of 21.

More than four-fifths of users add extended family on Facebook, a similar number add siblings. Less than 70 percent are connected to friends of friends while more than 60 percent added their colleagues online, despite the anxiety this may cause.?

Facebook has settings to control the information seen by different types of friends, but only one third use them, the report said.?

"I'm not worried at all because all the really messy pics ? me, drunken or worse ? I de-tag straight away," said Chris from London, aged 30.?

People were more commonly friends with former boyfriends or girlfriends than with current ones, the report also found.

Why Is Polonium Used in Assassinations?

The body of Yasser Arafat was exhumed briefly on Tuesday so medical examiners could attempt to determine whether he was poisoned. Arafat?s widow, Suha, requested a murder investigation, and high levels of polonium-210 have been found on the Palestinian leader?s personal effects. Explainer readers have asked a series of polonium questions, which are answered below.

Why do political assassins like polonium-210? Because a small amount is very deadly. Polonium-210 is extremely toxic, and it?s relatively easy to smuggle across borders because it emits only short-range radiation. But it?s not a good choice for an assassin who wants to get away with his crime. Unlike many other potential poisons, polonium-210 is easily identifiable and can leave a radioactive trail to the culprit. It makes sense as an agent of murder only if you?re trying to make a statement. The chemical is, in a sense, a calling card, because only a handful of major countries, including Israel, the United States, and Russia, are known to maintain large stockpiles of polonium-210, and private entities can buy only small amounts under a government license.

The popularity of polonium-210 as an agent of murder may be overstated because of a single, dramatic case. In 2006, Alexander Litvinenko died slowly from polonium-210 poisoning in London. Before dying, the former KGB agent accused Vladimir Putin of ordering the attack. Litvinenko remains the only high-profile known case of deliberate polonium poisoning.

Where does polonium-210 come from? Bismuth. When showered with neutrons, the element bismuth absorbs one of them to become radioactive bismuth-210. Over the course of five days, the bismuth atom undergoes beta decay: The neutron turns into a proton, an electron, and an antineutrino, with the latter two particles eventually leaving the nucleus. The result is polonium-210. The world?s supply of polonium-210 is produced in a nuclear reactor in the central Russian city of Chelyabinsk.

Polonium-210 is also naturally present in the environment in small amounts, because it is a decay product of uranium.

How does polonium-210 kill? Through irradiation. Polonium-210 is a prolific emitter of high-energy alpha particles, and is 5,000 times more radioactive than radium. Alpha radiation loses much of its energy on first impact, so being exposed to external sources isn?t normally fatal. If, however, the substance enters the body, it damages bone marrow, causing nosebleeds, bruising, and hair loss. High doses travel through the body, irradiating tissue and sometimes killing the victim. Pictures of Alexander Litvinenko, who was allegedly fed dissolved polonium-210 in his green tea, dramatically demonstrate the external symptoms of polonium poisoning, including hair loss and yellowing of the skin.

If he really was poisoned, would polonium-210 still be detectable in Arafat?s body after eight years in a mausoleum? Possibly. The radioactivity of a sample of polonium-210 drops by one-half every 138 days, so examiners will be looking for approximately two-one-millionths of the original dose of radiation. Still, if Arafat was exposed to a lethal dose, it?s possible that tests will be able to detect the leftovers. It will likely be months before authorities get the results.

Key Republicans are softening their opposition to any promotion of Ambassador Rice. Notably, Sen. John McCain (R) of Arizona has replaced his outright opposition with a willingness now to hear her case, should she be nominated.

The less strident tone from Senator McCain and other Republicans over the weekend suggests that the hyper-partisan atmosphere that prevailed in the election campaign and in the immediate aftermath of Mr. Obama?s reelection may be ceding to a more bipartisan approach to foreign policy ? and to the general rule that, barring any egregious disqualifiers, the president should get the foreign-policy and national-security team he wants.

Opposition to Rice flared up over her depiction of the Sept. 11 terrorist attack on the US Consulate in Benghazi, Libya, that left four Americans dead, including the US ambassador to Libya. Working from a set of talking points provided by the Central Intelligence Agency when she appeared on Sunday news shows Sept. 16, Rice described the attack as a ?spontaneous? act that grew out of a copycat reaction to widespread demonstrations against an anti-Islam video.

Prominent Republican senators including McCain and Lindsey Graham of South Carolina vowed to oppose Rice?s nomination to any higher office, while a group of 97 House Republicans took the unusual step of sending a letter to Obama saying they opposed Rice?s possible nomination for secretary of State ? even though the House has no role in approving presidential nominations.

A heated debate ensued that included charges from Democrats of Republican sexism and racism (Rice being an African-American woman). By the weekend, key Republican voices tempered their rhetoric.

McCain said on ?Fox News Sunday? that he?d ?be glad to have the opportunity to discuss these issues with? Rice, while Senator Graham said on ABC?s ?This Week? that he blames the president more than Rice for the administration?s depiction of the Benghazi attack and its reluctance to call it a terrorist attack.

Still, Graham said that if Obama does nominate Rice, ?there will be a lot of questions asked of her about this event and others.? Also, he vowed to pursue an investigation into the circumstances surrounding the attack.

Over on NBC?s ?Meet the Press,? House Republican Peter King of New York lauded Rice?s work at the UN, particularly on North Korea. But as for the argument that Rice was speaking from vetted intelligence talking points when she went on national television five days after the attack, Representative King said that as a senior administration official, ?she has an obligation not to just be a puppet and take what?s handed to her.?
